Ripple CEO Optimistic Crypto Market Structure Bill Has 80% Chance of Passing in April

Brad Garlinghouse, CEO of Ripple, stated that a final agreement on the U.S. cryptocurrency market structure bill, known as the CLARITY Act, is imminent. Garlinghouse expects the bill to be approved within April.

According to CoinGape, Garlinghouse explained that discussions between banks and cryptocurrency firms are yielding results. He estimated an 80% chance that the bill will pass Congress by the end of April. He emphasized that rather than insisting on a perfect bill, the industry should accept a practical compromise to secure regulatory clarity.

The U.S. Congress has been deadlocked since January over provisions such as stablecoin yield clauses. Legislative momentum weakened as some companies, including Coinbase, withdrew their support. In response, the White House has increased pressure on the industry, urging stakeholders to reach an agreement by February.

Ripple’s Chief Legal Officer Stuart Alderoty also recently noted that negotiations have been progressing positively. Analysts widely believe that once regulatory clarity is secured, substantial liquidity will flow into the market. On the prediction platform Polymarket, the probability of the bill’s passage is currently estimated at around 60%.

The outcome of the ongoing discussions between the U.S. administration and Congress is expected to serve as a milestone in establishing global cryptocurrency regulatory standards. Garlinghouse stressed that creating a legal foundation to end the current uncertainty is urgently needed. Market participants are closely watching whether the legislation will be completed in April as they formulate their response strategies.
